Most hairs, including whiskers, are set to grow for a period of time, then stop, then fall out. That's why you don't get pubes down to your knees.
So this poor cat's whiskers will fall out one by one over time and be replaced. All of the ones that we can see look like they're already full length and have stopped growing so they should start falling out soonish.
