Some advice on this would be appreciated too if y’all have any. This is straight up animal abuse, right?

Background: my girlfriend and I just moved into an apartment together in Grand Prairie, TX after graduating college. The balcony in question are our neighbors.

We’d like to report them but aren’t sure who to go to. From what we can see there’s no food or water laid out there for the pup. :( we’ve also seen the poor guy eat his own poop.

However we also don’t want to be those neighbors who just move in and start trouble. The apartment complex is nice enough, but there’s a slight shadiness to it.

Thoughts?
