Wise man. He also wrote a lot about the proper attitude of a rule maker and bureaucrat. He pointed out that industriousness in rule makers was often detrimental to the ruled, and that rule makers should strive for laziness in their behavior, and simplicity and understandability in rules.

Absolutely not a quote from Lao Tzu. This doesn't appear anywhere in the Tao te Ching, and a short Google search showed it wasn't attributed to him at all until about 2010. Seemed suspect to me because it doesn't seem very Taoist at all. Wu-wei is basically the exact opposite of watching your thoughts and actions.
