When he’s that young, he will have problems holding it for long. Don’t be discouraged if he has accidents, it’s his anatomy winning over his desires. When he gets bigger it will all work out.
Is he still with the litter? Usually puppy's aren't separated from mom or the litter until 6-8 weeks to help with socialization. Make sure he gets plenty of opportunity to meet other good puppers
What we did to potty train was to take our dog out every 30 minutes. It was tiring, but now our dog just stands by the door to let us know he needs to go the bathroom
