This is Tai Borpington, sexy male model of the fish people (apparently).
Our DM had two characters lined up for a quest. One, a small, nervy, goldfish-like fella called "Nob", and the other, a tall, strong, gruff counterpart named Tai. But apparently, the party member tasked with drawing Tai didn't get the memo on his character, and so made him this Adonis of a man that you see here. So our DM adapted and altered his character accordingly, making Tai the lovably flamboyant and eccentric friend that he became to the party.
Edit 3: Here are some wanted posters made by our party artist: https://imgur.com/a/5TVnS (I am Nod -top right- and FYI, the names given are fake names, it was this whole thing, you had to be there)

Edit: turns out that this isn't original
