Heard a guy speak on the radio show "On Point" (I listened to the podcast, the actual show was a few days ago I think), but he said something like, "To bring in the 25th, start proceedings, we have to start massaging the base that voted for Trump so it isn't seen as political uproar. We need to try to send a message that maybe you voted on a decent candidate, but his performance has deteriorated rapidly..."
Those weren't the exact words, but all I could think of was him saying that we need to treat Trump supporters like special snowflakes.

I didn't think Mueller had any other emotions besides his default lawful neutral.
